The Family Health International (FHI 360) office in Vietnam is seeking a professional creative agency to offer the video production sservices.
II. BACKGROUND
Vietnam is among the 30 countries with the highest burden of TB. The overall estimated prevalence of bacteriologically confirmed TB in Vietnam was 322 per 100,000 in the 2018 prevalence survey. Though Vietnam’s TB prevalence has declined, the rate is not rapid enough to enable the country to end TB by 2035. The national strategy has three main goals: reducing TB incidence by 90 percent, reducing TB mortality by 95 percent, and reducing patient catastrophic costs to zero.
The United States Agency for International Development (USAID) Support to End Tuberculosis (TB) project’s overarching goal is to support the Government of Vietnam (GVN) to successfully detect, treat and prevent TB. USAID Support to End TB is implemented by FHI 360 in partnership with the National TB Program (NTP).
To strengthen the TB service delivery platform in Vietnam, the USAID Support to End TB project have worked with the NTP to update current surveillance systems to enhance monitoring and data-driven decision making across the TB patient pathway. Interventions include successfully upgrading the Vietnam TB Information Management Electronic System (VITIMES). This new VITIMES is fully integrated electronic TB information system comprising data and management modules on DS- and DR-TB case finding, TBI detection and TB preventive treatment, supply chain management, and specimen referral.
To mark the launching of this new and a user-friendly TB information system, VITIMES, we are planning to produce short videos (1-minute video and one less than 5 minutes, same content but different in length) featuring its development, advancement, and its impacts on the TB management of Vietnam.
Under the supervision and guidance of the Senior Communications and Knowledge Management Officer(s) and the technical team, professional contractors will provide services on an as-needed basis for video-development and production. The contractor should demonstrate a client-oriented approach and can work flexibly and professionally with partners in healthcare settings.
Interested bidders are invited to submit proposals that encompass the following services:
Video production services
USAID Support to End TB intends to create a single professional video lasting 4-5 minutes. The video will highlight the following:
- The evolution of VITIMES through various developmental stages.
- The challenges and requirements for a new electronic TB information system or an updated VITIMES.
- How USAID Support to End TB is bridging this gap by enhancing VITIMES with five new modules, including DS- and DR-TB case finding, TBI detection, TB preventive treatment, supply chain management, and specimen referral.
- Emphasizing the significance and impact of the new VITIMES on TB program management and surveillance in Vietnam.
- Interviews with partners discussing the impacts and effectiveness of the new VITIMES.
- Celebrating the successful partnership and commitment among stakeholders involved in the introduction of the new VITIMES.
- Creating a visually captivating and technologically advanced video to launch the new VITIMES.
To ensure the quality of the above-mentioned products, the selected contractor must work closely with Senior Communications and Knowledge Management Officer(s) and the technical team to review and provide comments on the mentioned-above product before finalization. This will consist of meetings, frequent discussions, and feedback to obtain consensus on ideas and contents of scripts until completion of the final products. The work will cover the following services for the videos:
Pre-production services:
- Proposing creative and engaging ideas and concepts for the video, including storytelling, visuals, and messaging.
- Developing the storyboard based on the script, briefs, guidelines, and information provided by the Support to End TB project.
- Contributing insights and ideas to enhance the provided script.
Production and post-production service:
- Filming, editing, and producing high-quality videos.
- Incorporating graphics, animations, music, color grading, captioning, audio, logos, and other elements into the last version.
- Adding narration, dialogue, or interviews as required.
- Obtaining copyrights for music, stock images, and other materials used in the edit.
- Editing and delivering the final products based on project feedback within the specified timeframe.
- Creating English and Vietnamese subtitles for the videos.
Post-production services:
- Providing raw video materials and footage to the project in file formats including .mov, .mp4, or as specified.
- Supplying high-definition 1080 resolution videos (one 1-minute video and one less than 5 minutes, both with the same content but different lengths) in professional broadcast quality.
- Delivering final approved videos in high-quality Mp4 format.
IV. DUTY STATION AND TRAVEL
Travel may be required to project sites for filming. Detailed work plan will be discussed with the project before signing a purchase order. Note that FHI 360 will arrange transportation (air fare, taxi, accommodation, etc.) and cover costs in accordance with organizational policies.

A fixed-price purchase order may be awarded in VND to the responsive vendor whose quote is evaluated as most advantageous over FHI 360 (technically acceptable offer and with competitive price). Only shortlisted candidates will be contacted.
VI. REQUIRED QUALIFICATIONS
- Experience producing public health promotion videos
- Experience producing successful health communication messages and materials
- Desired: experience planning and implementing Social and Behavior Change communications and multimedia communication campaigns on public health in Vietnam
- Fluency in Vietnamese and English
- Experience implementing communication campaigns for USAID or other donors is preferrable
