TERMS OF REFERENCE
WORK CONTEXT / BACKGROUND
World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has been funded from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 93% are Vietnamese nationals.
WVV is operating in 14 provinces including: Ha Noi, Hung Yen, Dien Bien, Hai Phong, Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Da Nang, Quang Nam, Quang Ngai, Binh Thuan, Ho Chi Minh, Dak Nong. WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
WVV’s strategic goal for 2023 to 2027 is to achieve the sustained well-being of three million children, especially the most vulnerable. Every year, we aim to directly benefit 244,470 children and indirectly benefit three million children, including more than 159,220 MVC. The Strategy is developed in alignment with World Vision’s Strategy “Our Promise 2030” - Phase 2.
PURPOSE OF POSITION
- Facilitate the process of formulation, execution, monitoring and evaluation of National Strategy in alignment with Partnership and Regional Strategies. This would include facilitating the design/ progress tracking/ evaluation of strategic initiatives, systems, processes and guidelines to implement the National Strategy across the organization and enhance organizational effectiveness and accountability.
- Coordinate Strategy Realization Committee to ensure that key members are effectively engaged in strategy formulation and management.
MAJOR RESPONSIBILITIES
1. Strategic Intent (20%)
- Strengthen strategic awareness and thinking among leaders at all levels by enriching and enhancing understanding on strategy development and implementation
- Provide strategic advice to the National Director and Senior Leadership Team by giving briefings, developing materials and recommendations and serving as a sounding board on key decisions.
- Be part of all core decision-making processes and give strategic guidance/advise on how to proceed with difficult decisions
- Review and adjust the national strategy in a timely manner as appropriate to changes in internal and external landscape.
2. Planning, Monitoring and Reporting (50%)
- Facilitate the development of Annual Business Plans including the Key Performance Indicators (KPIs) and Strategic Initiatives in alignment with National Strategy.
- Coordinate the annual planning at department level to ensure that department’s objectives, KPIs and Initiatives are aligned with Business Plans.
- Support the development of technical programs’ design to ensure their strategic alignment.
- Coordinate with departments to implement strategic initiatives in alignment with National Strategy.
- Consolidate the quarterly annual business plan reports in working with Program Effectiveness Unit.
- Conduct initial analysis on key achievement and gaps against targets of the Annual Business Plan.
- Organize quarterly reflection with SRSC Meeting to have in-depth analysis on achievements and gaps against the strategy and Annual Business Plan as well as discuss and agree on follow-up actions.
- Facilitate the development, implementation, monitoring and reporting Organizational Capacity Plans in alignment with National Strategy.
- Coordinate with different departments to strengthen Organizational Capabilities to be ready for and adapt to strategic changes.
3. Strategic Resource Allocation (10%)
- Develop or adapt the tools and mechanisms for strategic resource allocation to ensure that resources from different funding streams are allocated for strategic priorities toward CWB impact, in close collaboration with Finance Function.
- Analyse financial report/data to identify implications on WVV’s strategic directions and advise the SLTs accordingly.
4. Strategy Communication (10%)
- Disseminate the National Strategy and Business Plan to all internal and external stakeholders to foster strategic alignment, synergy and partnering.
- Work with Communications Department to develop materials to communicate the Strategy to different stakeholders.
5. Others (10%)
- In close cooperation with Security and Enterprise Risk Management focal point, assess and mitigate all the critical risks which prevent from achieving Strategic Objectives.
- Regularly update the related risks to Software Riskonnect.
- Be part of all Pre-Assessments for possible new Aps/Projects.
- Perform other duties as assigned by the manager to contribute to the team performance.
KNOWLEDGE, SKILLS, ABILITIES
1. Required Professional Experience
- At least 5 years of experience in strategic formulation and management
- Experience in non-profit organization is preferred.
2. Required Education, training, license, registration, and certification
- Bachelor degree in Business Administration, Organizational Development Studies, Leadership Studies or any related university degree.
- Master degree in related fields is preferred.
3. Preferred Knowledge and Qualifications
- Proven strategic thinking and organizational development skill.
- Proven effective networking & collaborative skills.
- Proven thorough partnership analysis, building and updating
- Excellent data analysis and communication skills.
- Ability to work well with cross-functional teams for joint initiatives
- Ability to understand and anticipate complex political issues and sensitive government protocols that may affect strategies of WV.
- Proficient use of Microsoft Office computer programs including Word, Excel and PowerPoint
- In-depth understandings of WVV’s development approaches, policies, procedures, systems
- Demonstrated commitment to World Vision Christian values and philosophy, and capacity to engage with the broader community in living these values.
