Short-term Quality Infrastructure Expert
ARISE + Viet Nam is seeking to recruit various short-term experts for implementation of the Project Annual Work Plan Year 1 (2021-2022)
“The ASEAN Regional Integration Support by EU (ARISE) Plus – Viet Nam Trade-Related Technical Assistance (ARISE+ Viet Nam)” is a European Union-funded project. The overall objective of the ARISE+ Viet Nam project is inclusive economic growth and poverty reduction in Viet Nam, while the specific objective of the project is to provide technical assistance to the Vietnamese Government to maximise Viet Nam’s benefits from preferential trade regimes, with a focus on regional trade agreements and the EU-Viet Nam Free Trade Agreement (EVFTA) and the EU-Viet Nam Investment Protection Agreement (EVIPA). DAI Human Dynamics is implementing this project together with consortium partners: VCCI, Eurocham and Gopa.
ARISE + Viet Nam is implementing activity QI 1. The primary objective of this activity is to provide all the relevant information on the EU “New Approach” to technical directives and regulations, and particularly on the CE marking rules, regulations and requirements in general, relevant to the potential Viet Nam’s exporters and other stakeholders not only of the Personal Protective Equipment (PPE) but also of all other products with good potential to be exported from Viet Nam to the EU and other countries.
Activity QI 1 will facilitate exports, with a potential for enhancing the level of compliance and lowering technical barriers to trade for the enterprises wanting to export from Viet Nam to EU.
We are urgently looking for interested candidates to join our team under short-term expert position as following:
Quality Infrastructure Expert
Tasks:
The following tasks will be carried out by the expert:
- Conduct the first meeting (or a series of meetings) with STAMEQ and its relevant departments.
At these meetings, the following issues should be discussed and agreed:
- Content and outline of a technical guide
- Date, place, logistics and organisational arrangements of the workshops, etc.
- Possible number of workshops, if any.
Once details are clear, next tasks will follow:
- Analyse and study the most important Technical Regulations of the EU relevant to this assignment and draft the required materials.
- Analyse and study the EU CE marking requirements for products.
- It would result in the first draft of the proposed technical guide and workshops content
- Deliver the workshops, as agreed.
- Draft a brief media report of the activity for the project website, newsletter, etc.
- Draft a brief summary report on the completed activity and submit to MOIT, STAMEQ and EUD.
Required qualifications:
- University degree, preferably in trade, or law, or economics, or in technical regulation, or standards, or conformity assessment, or laboratory testing, or certification, or PPE related fields.
- Minimum of 3 years of work experience
- Very good command and understanding of English and Vietnamese
- The followings are considered additional assets:
- Experience with government agencies and/or business community, ideally but not necessarily with some involvement or understanding of the CE marking, standards, testing, exports, imports
- Engagement with ODA projects, good networking with government and/or business
- Experience in drafting reports
