FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; COVID-19; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a Senior Technical Officer or Technical Specialist, Health Financing based in Hanoi or Ho Chi Minh City. Final title to be based on education and experience.

Main responsibilities:

Social Health Insurance (SHI) Policy and Process Leadership

  • Serve as project focal point on all matters related to social health insurance (SHI).
  • Build understanding for key players - Government of Vietnam (GVN), USAID, implementing partners (IPs) - on SHI policy and its impact on HIV services, the project, and beneficiaries.
  • Build and maintain effective partnerships with GVN officials at all levels and non-governmental organizations to support sustainable financing for HIV programs via SHI and other means.
  • Serve as liaison between provinces/sites, central GVN, USAID, and IPs on SHI issues.
  • Contribute to project reporting efforts and respond to ad hoc requests from the donor.

Sustainability of Lab Reagents and ARV stock

  • Work with provincial authorities and project sites to ensure active contracts for SHI services including services related to HIV care and treatment.
  • Identify risks to viral load testing including lab registration, SHI reimbursement, contracting, lab reagent stock, testing consumables, transportation, etc. and work with provinces to reduce risk.
  • Work with provinces/sites and relevant partners to ensure sufficient SHI ARV stock at sites to sustain ARV access via three-month dispensation and meet other clinical and PEPFAR priorities.
  • Work with provinces/site to collect routine data (or report urgent issues) on SHI-relates services and report to USAID and implementing partners for monitoring (or timely interventions).

Financing and Sustainability of HIV Program

  • Advocate for provincial funding to cover SHI co-payments and serve as a liaison between provinces and other donors (i.e., Global Fund) to advocate for support when provincial budgets are insufficient.
  • Support provinces to conduct costing, budgeting, and sustainability planning for health services.
  • Coordinate efforts related to building provincial ownership of technical quality oversight in HIV care and treatment in select provinces, including training, onsite/virtual technical assistance, etc.
  • Monitor performance against targets included in project subawards in select provinces.
  • Collaborate with relevant EpiC sub-teams and USAID implementing partners to ensure quality service delivery and program achievement across the HIV cascade.
  • Perform other relevant duties as assigned.

Experience and abilities for the position:

  • University degree in public health, public administration, health finance, economics, or a related field.
  • Minimum 5 years of relevant experience, preferably in SHI and/or financing & sustainability for health funded projects or equivalent combination of education and work experience.
  • An understanding of procurement, budgeting, and contracting within the GVN required.
  • Experience with USAID and/or PEPFAR preferred.
  • Well-developed written and oral communication skills in both Vietnamese and English.
  • Ability to travel as necessary.
