Senior Project Officer; Project Officer
VACANCY ANNOUNCEMENT
As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: Vocational training, Environmental policy and sustainable use of natural resources, and Energy. The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Viet Nam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency.
The Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) Project supports the Government of Viet Nam in the implementation of its Smart Grid Road Map with the aim to facilitate the integration of an increasing renewable energy share as well as the improvement of demand-side management by way of introducing intelligent grid solutions. The project has three action areas: i) Legal and Regulatory Framework; ii) Capacity Development; and iii) Technology Cooperation. On all three levels, the human and institutional competences of relevant partner organizations will be strengthened.
The GIZ Energy Support Programme (ESP/SGREEE) is seeking for a qualified local professional for the following positions:
Position 1
Senior Project Officer “Legal Framework and Capacity Development”
Duty station: Ha Noi, Viet Nam
Duration: ASAP until 31st July 2019 with possible extension
Main responsibilities:
- Implementing daily operational aspects of all issues related to the Action Area "Legal and Regulatory Framework" and “Capacity Development” of the SGREEE Project;
- Liaise, coordinate and network with key stakeholders in the power system sector;
- Facilitate the development and implementation of technology workshops and seminars, e.g. on legal and framework conditions and requirements relevant to smart grids
- Organization and technical support of identifying legal and regulatory requirements when introducing new smart grid infrastructure into the existing grid;
- Technical support and review of project’s studies (e.g. analysis of the current smart grid relevant framework in Viet Nam, development of legal and technical studies);
- Facilitate policy approaches for the appropriate for the Vietnamese context;
- Provide technical inputs and expertise to the project’s activities;
- Develop terms of reference, facilitate the selection and contract preparation for institutions/companies that carry out short-term assignments;
- Support the regular monitoring and reporting on the progress of relevant project activities;
- Support in maintaining quality assurance throughout the project cycle for a wide range of different activities (pilot projects, capacity building, policy advice, reports, studies);
- Ensure and maintain close and effective cooperation among international and national experts and project team and partners;
- Provide support to the international consultants when field visits in Viet Nam take place (e.g. information, contacts and logistics);
- Co-organize relevant workshops, trainings and study tours as needed;
Minimum requirements:
- Minimum of a Master Degree in Political Sciences, Electrical Engineering, (Energy) Economics or similar
- Minimum of 10 years of professional working experience in the power system sector, ideally within or for Vietnamese energy sector institutions (e.g. MOIT, ERAV) including EVN and its relevant companies (e.g. NPT, NLDC, Power Companies)
- At least 3 years in an international project setting, preferably experience with ODA
- Experience in electrical power systems (generation/transmission/distribution planning and operations) and its legal and regulatory framework is an asset
- Experience and good understanding of the Vietnamese legal and regulatory framework related to power sector, power system operation, tariff regulation, smart grids, renewable energy is an asset
- Good understanding in the procedure to develop the legal/regulation in Viet Nam is an asset
- Experience in power system planning and simulation energy is an asset
- Experience in renewable energy systems and grid integration of renewable energy is an asset
- Good understanding in several of the following: transmission/distribution system, energy management, system automation, grid operation/dispatching, energy efficiency, energy storage, demand side management, power quality, grid stability, advanced metering;
- Experience in managing international and national consultants
- Experience of working with public institutions
- Excellent written and verbal communication skills in Vietnamese and English
- Excellent organizational skills
- Ability to balance multiple priorities and manage deadlines
- Ability to work autonomously and motivate one-self
- Attention to detail and accuracy
- Ability to quickly master complex and unfamiliar subjects
- Excellent interpersonal skills, ability to interact with all levels of staff in a professional manner
- Willingness to travel on short trips, both within Viet Nam and possibly abroad
Position 2
Project Officer “Technology Cooperation”
Duty station: Ha Noi, Viet Nam
Duration: ASAP until 31st July 2019 with possible extension
Main responsibilities:
- Implementing daily operational aspects of all issues related to the Action Areas "Technology Cooperation" and possibly other Action Areas of the SGREEE Project;
- Liaise, coordinate and network with key stakeholders in the power system planning sector;
- Facilitate the development and implementation of technology workshops and seminars, e.g. on smart technology solutions for renewable energy grid integration
- Organization and technical support of practical trainings and laboratory simulations to showcase the interaction of different technologies and their potential impact on system stability when introducing new smart grid infrastructure into the existing grid;
- Technical support and review of project’s studies (e.g. feasibility studies for smart grid technologies, grid extension and scenario modelling studies);
- Facilitate practical approaches for the demonstration of technology solutions appropriate for the Vietnamese power system context;
- Assess the need of activities related to the Action Area ‘Technology cooperation’ then propose new activities to fulfil the requirement;
- Provide technical inputs and expertise to the project’s activities; Develop terms of reference, facilitate the selection and contract preparation for institutions/companies that carry out short-term assignments;
- Support the regular monitoring and reporting on the progress of relevant project activities;
- Support in maintaining quality assurance throughout the project cycle for a wide range of different activities (pilot projects, capacity building, policy advice, reports, studies);
