PATH is implementing the USAID multi-year project entitled “Strengthening Local Health Security in Vietnam”. The goal of the project is to strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environment) approaches to achieve Global Health Security targets for zoonotic diseases (ZDs), EID surveillance and response, and risk communications and community engagement (thereafter called as “project”).

PATH is seeking qualified candidates for the position of a Senior Health Surveillance Officer who will be based in Hanoi to support strengthening zoonotic disease surveillance and multisectoral information systems in the project provinces in the North and Central areas of Vietnam.

Under the overall guidance and supervision of the Chief of Party, reporting to the Deputy Chief of Party, the incumbent will be assisting the project management to implement project activities in the three (3) project provinces in the North and Central areas, especially, be responsible for the following specific responsibilities:

  • Work with partners, in collaboration with the project’s Animal Health Surveillance and Detection Team, to implement Animal Health Event-based Surveillance (AH EBS) for EIDs/ZDs, including:

    • Develop Standard Operating Procedures (SOPs), data quality assurance protocols, and checklists.

    • Facilitate training and supportive supervisions to strengthen capacity of human health staff at province, district, and commune levels on EID/ZD surveillance, optimizing One Health (OH) integration opportunities and enhance human health EBS implementation using OH approach.

    • Supervise field training on AH EBS in collaboration with Hanoi University of Public Health, conduct supportive supervision trips, and follow up after cascade trainings

    • Boost staff morale regarding data entry and reporting, and review EBS data.

  • Adapt training packages for OH rapid response teams (including animal health, human health, and environmental health sectors) on rapid risk assessment and facilitate training-of-trainers sessions, simulation exercises, and after-action review meetings.

  • Facilitate developing and promoting the use of tools to support surveillance systems including software, smartphone applications, etc.

  • Assist the Provincial One Health Committee, and Provincial Center of Excellence for One Health (PCOE-OH), once established, through organizing technical working group meetings, develop terms of references, tools, and SOPs and facilitate OH data governance operations.

  • Work closely with other project team members to develop the project quarterly, semi-annually, annual work plans and reports.

  • Perform other duties as assigned by the project management.

Required Skills and Experience:

  • University degree (preferable a master) in public health, global health, One Health or other related fields.

  • At least 5 years of professional experience on public health or global health, in at least one of the following: EID/ ZD surveillance and response, infectious disease epidemiology, outbreak response, health system strengthening, One Health, epidemic-prone EID through One Health, zoonotic disease.

  • Demonstrated knowledge, skills, and experience of strengthening zoonotic disease surveillance systems.

  • Experience in strengthen One Health collaboration at subnational levels.

  • Experience in capacity building for subnational staff from human health, animal health, and environmental health sectors.

  • Health data analyses and presentations.

  • Excellent written and oral communication skills in both Vietnamese and English.

  • Excellent interpersonal skills and ability to work well in multicultural teams and partners.
