The Embassy of Canada to Vietnam, acting for the Department of Foreign Affairs, Trade, and Development (DFATD), is seeking to contract a consultant to carry out an independent evaluation of the “Safe Food for Growth” project (SAFEGRO). The evaluation services are described in the Request for Proposals document which will be made available to the interested consultants upon request. The anticipated start date of the assignment is in October 2024.

The evaluation will assess the relevance, effectiveness, operational efficiency of the project governance. The evaluation will also assess whether the project is being delivered in a cost-effective way and identify key bottleneck(s) to the sustainability of results that can be addressed in the remaining years of the project.

The CND $15.3 million SAFEGRO project (2019-2024, plus 2 years no-cost extension 2024-2026) is funded by the Department of Foreign Affairs, Trade and Development (DFATD) and implemented by a consortium of Alinea International Ltd and the University of Guelph (Canadian Executing Agency).

SAFEGRO aims to enhance the Vietnamese population’s access to safe, affordable and competitive agri-food products, with an aim to improve the wellbeing of female and male consumers as well as other agri-food sector actors (including poor farmers) in Vietnam. The project has three intermediate outcomes: (1) Improved performance of national and sub-national governments in food safety regulation enforcement along the value chain in Vietnam to meet international standards; (2) Increased competitiveness of poor farmers and other actors, particularly women in Vietnam, supplying safe agri-food products to domestic and international markets, and (3) Increased consumer demand for safe and affordable agri-food in Vietnam.
