Provincial VFD Assistants
01 Provincial VFD Assistant in Long An province and 01 Provincial VFD Assistant in Nam Dinh province
1. General introduction
The USAID Vietnam Forests and Deltas Program (VFD) was awarded to Winrock International by the United States Agency for International Development (USAID) as a Cooperative Agreement on September 25, 2012. Winrock implements the program in direct partnership with Vietnam’s Ministry of Agriculture and Rural Development (MARD) and through sub?awards with the American Red Cross (ARC), the Center for Sustainable Rural Development (SRD), SNV – Netherlands Development Organization (SNV), and the Vietnam Red Cross (VNRC). On December 24, 2013, the Minister of Agriculture and Rural Development approved the “Detailed Project Document” by the decision 3040/Q??BNN?HTQT that provided legal status for the program to begin implementation.
The specific contribution of the Vietnam Forests and Deltas project to the long?term objective above will be delivered through three components. (1) Sustainable Landscapes, with a focus on mitigation of greenhouse gas emissions from the forestry sector; (2) Adaptation, with a focus on addressing long?term climate change risks in Vietnam’s two major river deltas and; (3) Coordination and National Policy development and implementation support
The Adaptation Component’s objectives are to increase resilience of authorities and local people against natural hazards in short term and to take actions to build resilience to the long?term impacts of climate changes. The main interventions of this Component will be implemented in two focus provinces, Nam Dinh in the Red River Delta and Long An in the Mekong Delta.
The activities of this component include Vulnerability and Capacity Assessment (VCA), capacity building on Commune?Based Disaster Risk Management and Commune Action Plans for Disaster Response in selected communes. Climate Smart Livelihood is one of the main interventions that the Project are focusing on.
The VFD Adaptation Team included staff of Winrock International, SNV, ARC, VNRC and SRD works closely with national and local partners for the implementation of activities in
order to achieve its objectives.
2. Positions
VFD currently seeks 02 motivated & experienced Assisstants to work full?time with our team in Long An and Nam Dinh as below:
- Position: 01 VFD Assistant in Long An province and 01 VFD Assistant in Nam Dinh province
- Working time: Full time
- Duty station: VFD office in Tan An City, Long An and VFD office in Nam Dinh City.
- Supervisor: Under direct supervisor of Climate Smart Advisor/ Provincial Coordinator in Long An/Provincial Coordinator in Nam Dinh.
3. Required main responsibilities
a) Technical
- Assist relevant partners in implementing agriculture livelihood activities;
- Assist in preparing and organizing communication campaign on Climate Smart Agriculture for communities;
- Assist local partners in documentation of successful agriculture livelihood models;
- Conduct/Involve M&E of activities implemented by partners/consultants as assigned;
- Support in updating training data and M&E work;
- Assist in preparing the monthly/ quarterly/ annual reports and annual plans.
b) Financial and Administrative
- Provide logistic arrangement (including the payment) for trainings, workshops, meetings and other events;
- Support F&A and local partners in preparing and clearing advances for the implementation of activities;
- Arrange transportation for travel in provinces and other project provinces for staff and partners when it is required;
- Other duties as required by Ha Noi VFD Adaptation Team Leader and Long An Climate Smart Advisor/ Provincial Coordinator; Provincial Coordinator in Nam Dinh.
4. Key required qualification and experiences
- Bachelor degree in agriculture or economics or development subjects, preferably in crop or plant protection fields. ? At least 3 year working experience in agriculture or development fields preferably having experience in working with INGO, ODA projects/program and with local government agencies (provincial, district and communal levels).
- Sufficient English for reading and writing.
- Computer skills in Microsoft Office processing such as word, excel and power point.
- Good interpersonal and communication skills.
- Desired behavioral competencies
- Good teamwork and dependence in managing the assigned work and self?responsibility.
- Be willing to learn and share information.
5. Contract duration
The contract will be for one?year with the possibility of extension that depends on performance and program duration.
