The Partnership for Health Advancement in Vietnam (HAIVN)
Project Officer
Background:
The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, research and healthcare quality in Vietnam. HAIVN has been working to improve the health system in Vietnam since 2003.
HAIVN has been implementing a project to strengthen primary healthcare in Viet Nam, starting with decentralizing hepatitis diagnosis, treatment and care services through co-creation of a model of care for people living with hepatitis and delivering it at the primary healthcare level. The 4-year project is implemented at 04 selected districts in 02 provinces (2022-2026). In the first two years, the model is being designed and piloted in two districts of Thai Binh Province before it is scaled up in another province (TBD). In addition, HAIVN, through a USAID-funded project, the Improving Access, Curriculum and Teaching in Medical education and Emerging Diseases (IMPACT MED) Alliance, is currently supporting hospitals in Vietnam to improve their systems and capacity in infection control and prevention (IPC) and antimicrobial stewardship. To support the implementation of the two projects, HAIVN is currently seeking a committed, results-driven Project Officer to assist in the implementation of the projects’ activities.
Job Location: This position will be based in Hanoi, Vietnam
Overall Responsibilities:
Under the guidance and supervision of the Project Manager, the Project Officer will be responsible for the planning and implementation of projects’ activities. He/she will provide technical assistance to the project personnel and partners, support the coordination between HAIVN and the project partners. The Project Officer will directly report to the Project Manager.
Specific Responsibilities:
The Project Officer will work on day-to-day project activities and undertake the specific functions and tasks as follows:
1. Assist HAIVN leadership team, the Project Manager and technical advisers to provide technical support to project personnel in the selected partner provinces and hospitals in implementation of the projects’ activities, through:
- Coordination and facilitation of technical support and project activities
- Assistance with the preparation of capacity-building activities and training packages
- Delivery of technical assistance to selected partners
- Participation in meetings, workshops, and training activities
- Translation and interpretation as needed
2. Serve as the Point of Contact (POC) and liaison between HAIVN and selected province and hospital leadership and project personnel, through
- Facilitating communication between the project personnel and HAIVN staff located in Hanoi and Boston
- Providing regular updates on project activities and the situation in the province/hospitals impacting the project implementation to HAIVN leadership and technical staff
- Initiating regular meetings between HAIVN and the project personnel for the purpose of planning and implementing project activities
- Supporting HAIVN leadership and HMS advisors and coordinating the introduction and implementation of project concepts, approaches and tools
3. Plan and coordinate the implementation of project activities, through
- Development and tracking of project work-plans
- Assisting HAIVN M&E team with monitoring and evaluation of the project as required
- Identification of project bottlenecks and barriers and suggestion of potential solutions
- Ensuring timely and quality delivery of project-related reports and deliverables
4. Perform other tasks as required
Direct reporting:
- Project Manager
Required Experience
- An advanced degreepreferably in Medicine or Public Health
- At least five years of experiences working in public health projects
- Professional experience and skills in planning and implementation of public health projects
- Knowledge of infectious diseases, including hepatitis, infection, prevention and control (IPC) highly desirable
- Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam, including experience with MOH and VSS highly desirable
- Knowledge of grassroots healthcare systems, including experience with provincial and district departments of health highly desirable
- Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different Ministry of Health and provincial and district health units, other government agencies
Required Qualifications
- Proven planning, networking, and organizational skills
- Good personal communication skills to communicate and maintain contact with partners and team members
- Ability to multi-task and effectively prioritize between many competing tasks
- Good computer and information technology skills
- Fluent in oral and written English
