Job Description:

I. CONTEXT

  • World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has been funded from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVV employs about 400 staff, of which 99% are Vietnamese nationals.
  • WVV is operating in 14 provinces including Hanoi, Dien Bien, Hai Phong, Hung Yen, Quang Ninh, Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Da Nang, Quang Nam, Quang Ngai, Ho Chi Minh, Dak Nong. WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
  • Given the results from an initial study showed that youth livelihood in urban context is potential for further investment for learning and scaling up. Therefore, WV Korea committed additional Grant funding for “Improved capacity and access to employment opportunities for disadvantaged youth in Hai Phong” project from FY23- 26. The project aims to improve capacity and access to employment opportunities for disadvantaged youth in Hai Phong through (1) increasing engagement with disadvantaged youths to empower them in their career development, and (2) Improving education for disadvantaged youth on employability skills and vocational skills.
  • Vocational Development for Disadvantaged Youth project will be implemented for 3 years (FY23-26) in An Duong district, Hai Phong City provided youth’s employability skills, job orientation and vocational training, helping them access to job opportunities. The project proposes to support 100 youths with electric and electronic job training and project scholarship for students, establish IT libraries and Lab equipment in An Duong district, universities and vocational colleges in Hai Phong city.

II. JOB PURPOSE 

  • This position is responsible for implementing project activities in order to make contributionstowardWVV’stargets ofvocationaltrainingandcareersupportfor youths.
  • To carry out project activities in accordance with the work plan and budget plan, which isapproved by the donor, and with a view to strengthen the ownership of local communities andgovernment when the project ends.

III. MAJOR RESPONSIBILITIES

1. Design and Planning

  • Design appropriate youth Vocational development project strategies/ intervention for target population in the targeted area.
  • Make inputs for intervention strategy through developing research, designing data collection tools, carrying out research in the field, analysing data, and presenting finding to relevant audiences;
  • Carry out planning sessions with government counterparts and community ensuring the sustainability of the project.

2. Project Activities Implementation, Monitoring and Reporting

  • All project activities are implemented and coordinated under the project log-frame/design document, in light of the WVI Vietnam’s Child Protection Technical Program strategy.
  • Implement, monitor and evaluate project activities with project partners as per plan to ensure the project’s progress and note the effect of the project activities in the community;
  • Facilitate community project ownership by conducting community participation activities to ensure that the resources of the project will create direct benefit to community members, specially towards to the poor;
  • Keep track   and   project’s   progress   and   update
  • information in liaison and collaboration with project partners. Prepare and share monthly, quarterly and annual project reports on the progress of the project with the AP manager, North 2– Livelihood technical program officer and District PMB.
  • Follow strictly WVV and Donor finance procedures and guidelines. Ensure appropriate expenditures/utilization, transparency and integrity of all expenses.
  • Respond to HEA/DRR needs in local context when needed

 

3. Relationship and Collaboration

  • Provide support to project partners including Department of Labour Invalid and Social affair, Education and Training department; State and Private enterprises; Haiphong Universities and vocational colleges in An D??ng and Hai Phong city; in order that they are able to maximize their resources for project achievements and sustainability; as well as willing to discuss solutions for improving project quality in a transparent and timely manner toward mutual agreement.
  • Through close collaboration with openness and timely information exchange, the “youth employment project” is implemented in integration with WVV funded projects in Haiphong, making greater impact on beneficiaries.
  • Provide technical inputs timely and efficiently to relevant technical program officer/specialist/manager through a continued and constructive cooperation with TPs and relevant departments.

4. Survey, Research, Documentation and other

  • Prepare and carry out surveys, survey reports including presentation of survey results to government counterparts and the community;
  • Document youth data statistics frequently for reporting and designing appropriately activities and methodology
  • Collect information and develop Most Significant Change (MSC) Stories, Lessons Learnt of every step and share it with all stakeholders.
  • Produce one project manual and documentary film forscalinguppurpose.

IV.  KNOWLEDGE/QUALIFICATIONS FOR THE ROLE 

  • Bachelor's degree in education, socialscience, community development, social work and/or related field
  • Motorbike driving license is required
  • At least 3 years of experience in community development and program implementation, preferably with international humanitarian organizations.
  • 1-2years’experienceworkingintheareaofYouthinterventionorprimaryvocationaltraining-lifeskillstraining-economicdevelopmentispreferred.
  • Proficiency in Microsoft Office including Word, Excel, Power Point, Outlook.
  • Documentationskills:storycollection,meetingminutetaking,photography. ?
  • Language requirement: Vietnamese: Fully fluent. English: Intermediate
  • A conceptual understanding of and commitment to development work, especially child-focused, community-based development concepts, approaches, and processes.
  • Strong partnering and collaborating skills with different stakeholders
