Program Finance Officer
JOB ANNOUNCEMENT
Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.
We are now seeking highly qualified candidate for the following position:
Position Title: Program Finance Officer
Grade: Junior Admin
Position Duration: 01 Year with possibility of extension
Duty Station: Ho Chi Minh City with frequent travels to the project locations
Reports To: Finance Manager
Job Summary:
The Program Finance Officer implements the daily financial functions required by Samaritan's Purse in Vietnam. The position conducts administrative field accounting, performs necessary cashier functions, and assists the Finance Manager with accurate recordkeeping and documentation.
Key Responsibilities:
Financial Records:
- Ensure financial/accounting activity is carried out in accordance with the organization’s field accounting policies and applicable national laws.
- Record and review financial transactions as directed by the Finance Manager (includes vouchers, Field Expense Reports, Cash Advances, transfers, etc.).
- Keep detailed and accurate records for assigned financial transactions in an organized and professional manner.
Financial Transactions:
- Maintain filing of cash ledgers and producing reports for Finance Manager as requested.
- Ensure secure storage and accurate financial records of petty cash.
- Perform daily and monthly cash reconciliations, reporting any over/under to Finance Manager.
- Administer cash advances and reimbursements to employees and partners, ensuring proper approvals and documentation, and reconciling all receipts and remaining cash.
- Prepare recurring monthly payments including payroll taxes and other statutory deductions.
- Work in partnership with other finance staff recording purchase invoices and processing vendors’ wire transfer payments.
Program Support:
- Coordinate with project teams to identify partners capacity gaps and conduct financial training in liaison with other finance staff and Area Manager.
- Support project teams on management issues not limited to fund allocation, utilization and report unresolved discrepancies or irregularity to the Finance Manager and Area Manager.
- Work with program teams to ensure that project expenditure is in line with activity budgets.
- Work closely with partners to ensure that financial accountabilities are supported with invoices, receipts and any other supporting documentation.
- Provide any other technical support required by project teams and partners from program implementation to reporting in liaison with the Finance Manager and Area Manager.
- Support programs teams with financial planning, monitoring project expenses, reporting and completion of Field Expense Reports, etc.
- Maintain a cordial working relationship with project teams and partners and recommend best practices in program financial management as deemed necessary.
- Attend at least one or more program meetings to acquaint self with the projects.
Other Tasks:
- Scan and organize monthly financial files onto Samaritan’s Purse approved digital scanning software.
- Assist Finance Manager during internal and external audits as needed.
- Performing all other tasks and responsibilities assigned for the benefit of the organization with a generous and serving spirit.
- Find areas of improvement for the betterment of financial operations and practices in the finance department.
- Nurture and maintain relationship with related government departments (Tax office etc.).
- Nurture a positive work environment, fostering a commitment to Samaritan’s Purse values and ethics.
- Any other duties assigned by the Finance Manager.
Education/Experience Required:
- Bachelor's degree in Accounting, Finance, or related field.
- 3 to 5 years of finance/cashier experience, preferably with an NGO, or equivalent combination of experience and formal training in Accounting, Finance, or related field.
- Fluency in Vietnamese including writing, reading and speaking is required.
- At least intermediate level of English is required.
Skills Required:
- Capacity to solve problems logically in a demanding and complicated circumstances.
- Highly proficient with Microsoft Office Suite; particularly Excel.
- Ability to travel to field sites to monitor finances.
- Cash handling and coding experience.
- Ability to maintain mental and physical focus during routine tasks, such as large scanning projects.
- Ability to create personal systems to manage the details of documenting and processing financial transactions.
- High level of attention to detail, anticipation and follow up are core values of the job function while maintaining the highest levels of confidentiality regarding contracts and salaries.
- Possesses strong organizational and problem solving skills in a fast-paced environment.
- Must be a self-starter and internally driven to success and hard work.
- Possess strong cross-cultural communication skills, both written and verbal.
- Must be a humble team player; ability to be flexible and adapt, maturity.
- Willing to take on additional assignments and responsibility as needed.
- Must have analytical and good mathematic skills.
- High level of integrity with strong work ethic.
