NPHI Program Assistant Consultant
POSITION TITLE: NPHI Program Assistant Consultant
STATUS: Part-Time Consultancy (12-20 hours per week, 6-month contract)

Background
National Public Health Institutes (NPHIs) serve as a country’s lead technical public health agency and strengthen countries’ public health capacities to prevent, detect, and respond to public health emergencies. These science-based agencies, within or linked to Ministries of Health (MoH), play leadership roles in addressing core public health functions. Typically, NPHIs conduct surveillance, monitor the population’s health, respond to outbreaks, help develop the public health workforce capacity, and support other public health priorities.
The world's NPHIs vary greatly. Consolidating core public health functions — and the associated skills, disciplines, experience, and expertise — in an NPHI provides many benefits:
- Improved delivery of public health services

- Ability to generate and share knowledge, data, and evidence to inform public health decisions and policies
- Increased capacity to mount a quick, decisive, and coordinated response during a public health emergency

Socialist Republic of Vietnam: Context for the National Center for Disease Control (NCDC) Vietnam intends to strengthen the public health and preventive medicine system nationally through the creation of Vietnam's National Center for Disease Control (NCDC). It is proposed to be a professional organization under the Vietnam Ministry of Health (VN MOH).
To support the VN MOH in developing the NCDC establishment proposal, the Association of Public Health Laboratories (APHL) seeks applicants for a consultancy position with detailed descriptions of criteria as follows:
Detailed tasks:
- Prepare concept notes and estimated costs of meetings, workshops, and conferences that support NCDC establishment and operationalization, following APHL’s standard cost-norms to submit for approval for financial support. Ability to budget and assist with procurement processes.
- Arrange, organize and coordinate related events including technical meetings/discussions, workshops, and conferences of MOH VN, both online and offline, and with other internal and external stakeholders as planned.
- Prepare meeting notes, workshop and conference reports, and event expenditure reports after events finish in a timely manner; submit notes and reports to MOH VN leadership and officers for review before sharing with stakeholders.
- Support proofreading and translation of documentation from Vietnamese to English and English to Vietnamese, and simultaneous or consecutive interpretation in meetings when required.
- Join meeting in-person or virtually and prepare and finalize comprehensive meeting notes
- Support other administrative tasks regarding the NCDC establishment as assigned.
Outputs/outcomes:
- Events and large meetings have been prepared, organized, and completed with high quality.
- Detailed meeting notes and workshop and conference reports.
- Accurate and timely financial reports.
Qualification:
- Candidate must have bachelor’s at minimum. Background in Public Health is advantageous.
Knowledge, Experience and Skill:
- Understanding of Vietnam’s health system is advantageous
- Experience with stakeholder engagement is preferred.
- Has good diplomacy and communication skills.
- Has good skills using Microsoft Outlook (or other email program), word processing and spreadsheet software.
- Has good organizational skills.
- Has good listening and note-taking skills.
- Has good financial and accounting skills.
- Has excellent English skills (reading, speaking, listening, and writing).
