Social Health Insurance Implementation and Provincial Technical Support

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; COVID-19; anti-microbial resistance; health system strengthening; non-communicable diseases;maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development.

EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a National Consultant for Social Health Insurance Implementation and Provincial Technical Support based in Hanoi or Ho Chi Minh City.

Objective: The objectives of this consultancy include enhancing social health insurance (SHI) policy understanding and implementation for sustainable and quality HIV services, ensuring the sustainability of lab reagents and antiretroviral (ARV) stock in supported provinces/sites, and advocating for financing and sustainability of USAID-supported HIV programming. Key goals include fostering effective partnerships, addressing SHI-related challenges, and supporting provinces in budgeting, planning, and quality oversight for HIV cascade programming.

Period of Performance: February 2024 to May 2024

Location:  Hanoi or Ho Chi Minh City

Consultants’ qualification requirements:

  • University degree in public health, public administration, health finance, economics, or a related field.
  • Minimum 10 years of relevant experience, preferably in SHI and/or financing & sustainability for health funded projects or equivalent combination of education and work experience.
  • Well-developed written and oral communication skills in both Vietnamese and English.

Evaluation Criteria: Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.

Required Documentation: Proposals must include the following components:

  • Applicant’s CV and highest-level degree
  • Letter of interest that briefs relevant qualification and experience
  • Proposed daily rate
  • USAID 1420 Biodata form
