Lao Thai Fisheries Transboundary Project Manager, WWF-Laos

WWF-Laos is looking for an experienced candidate to fulfill the position of Lao Thai Fisheries Transboundary Project Manager base in Vientiane Capital, Lao PDR.

The Lao Thai Fisheries Phase 2 (LTF2) project focuses on the protection and improvement of freshwater resources in the Middle Mekong. To this end, jointly managed Fish Conservation Zones are to be established, the livelihood of the population is to be secured through higher fish stocks and alternative sources of income, and research on specific species is to be carried out. The project is funded by WWF Switzerland and WWF Singapore.

Major function:

The Transboundary Project Manager, Lao Thai Fisheries Phase 2, is responsible for the overall management of Phase 2 of the Lao-Thai Fisheries project, supervising the Thai Project Manager based in Isaan, Thailand, and the Lao Project Manager, based in Savannakhet, Laos. The Transboundary Project Manager reports to WWF Laos’ Conservation Programme Manager; he/she is accountable for overall project delivery to the project’s donors.

• Supervise Thailand and Laos’ Project Managers to ensure they effectively implement project activities, control project budgets and report to WWF Laos’ Conservation Programme Manager;
• Ensure regular communication between implementing units and to the donor offices;
• Oversee, be responsible and accountable for the project’s monitoring and evaluation framework, in support of the Thai and Lao Project Managers as per WWF’s Project and Programme Management Standards;
• Review and update activities work plan to ensure that the project attains its objectives in both countries as cost-effectively and efficiently as possible;
• Support the Thai and Lao Project Managers to prepare monthly monitoring reports;
• Prepare Technical Progress Reports to the project’s donors every 6 months; support donor’s data requests as required;
• Provide technical support to project teams on a regular basis through visits to target areas;
• Monitor and review the monthly, quarterly and annual budget expenditure reports; provide recommendations/feedback; guarantee the financial integrity and accountability of project budgets;
• Coordinate closely with all key stakeholders (national and international organizations) to ensure the smooth implementation all project components in both countries;
• Provide inputs to communications products and campaigns when required to ensure accurate information will be published to promote WWF activities.

Requirements:

• Bachelor’s degree in either watershed management, fisheries, conservation, natural resources management, or in other relevant fields
• Qualification in Project Management is preferred.
• At least 7 years of practical experience in managing water/fisheries-related projects in either INGOs or the United Nations or bilateral development agencies or private companies;
• Proven experience in managing projects exceeding USD500,000 implemented over a large geographic extent; multi-country project management experience a critical advantage;
• Knowledge of the policy/institutional context related to fisheries and conservation in Laos and/or Thailand;
• Proven experience of working with Government officials, local communities and donor representatives;
• Experience in conducting studies and coordinating research activities an advantage.
  
  • Very good written and spoken English, Lao and/or Thai languages;
  • Proven capacity to manage teams remotely; ability to supervise people without direct line management;
  • Proven ability to work in a multicultural environment;

  • Proven ability to work under minimum supervision and take initiative while keeping in check all relevant regulations and organization’s policies;
