Travel requirements: Frequent travel throughout cities; infrequent travel for knowledge sharing in Viet Nam
BACKGROUND:
IRD VN is a locally registered social enterprise with the mission of improving public health by alleviating the societal and individual burden caused by infectious diseases and non-communicable diseases. Our current work focuses primarily on improving TB and HIV care in Viet Nam. IRD VN works on the endTB and endTB-Q projects which have introduced and evaluated delamanid- and bedaquiline-based regimens for the treatment of MDR-TB in Viet Nam. IRD VN has been implementing mobile chest X-ray screening campaigns in key populations, such as the elderly and isolated island communities. The social enterprise is the principal recipient of USAID’s Local Organization Network award, which aims to improve TB care in 5 provinces Ha Noi, Ho Chi Minh City, Hue, Long An, and Ba Ria-Vung Tau. IRD VN works in closer collaboration with the Viet Nam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the University of San Francisco (UCSF) the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.For additional information please refer to our website: www.ird.vn
In collaboration with the National TB Control Program (NTP), IRD VN and FIT are helping to build a comprehensive Search-Treat-Prevent TB program across five cities in Viet Nam (Ha Noi, Ho Chi Minh City, Hue, Long An, and Ba Ria-Vung Tau) and several island and remote communities. In the short term, we are aiming to 1) increase TB detection and treatment in key populations, such as household contacts, children, and people visiting private healthcare providers; 2) provide social support and adherence monitoring options to improve TB treatment outcomes; and 3) scale up TB infection screening and treatment services. We hope these efforts will lead to declines in Viet Nam’s TB burden over the medium and long term.
To assist the organization as we quickly grow, we are searching for a highly qualified, experienced and motivated Grants Management Manager. We are searching for someone who is detail oriented and an excellent communicator. This person needs to plan ahead while maintaining strong relationships with donors and government staf.
JOB RESPONSIBILITIES:
Donor Management
- Liaise with USAID country office
Government Liaising
- Assist in obtaining permissions for the implementation of grants from relevant authorities including the Provincial/City Department of Health and the People’s Committee;
- Create workplans and protocols that are acceptable for local government authorities for the implementation of project activities (such as mobile X-ray events, household contract tracing and community screening activities).
- Assist the Program Director in liaising with relevant partners for the implementation of community-based TB active case finding, specifically regarding the establishment of activities, participant/community mobilization, trouble-shooting problems and low performance, and ensuring that deadlines are met and targets are achieved/exceeded;
Management of sub-recipients
- Coordinate to recruit and directly supervise the work output of Subawardees;
- Work with the respective Managers to monitor the implementation of project activities (including but not limited to: mobile chest X-ray screening, household contact investigation, and latent TB testing and treatment in line with the approved workplans);
- Communicate regularly with the relevant project managers and project staff to ensure consistent implementation of the project activities;
- Trouble-shoot productivity challenges in the community;
- Manage supplies of testing kits and consumables for active and latent TB testing;
- Share and explain data summaries developed by the M&E team with District TB Units, Provincial TB Hospitals, National TB Program, etc.;
Capacity Building
- Prepare training materials, role-play scenarios and presentations for project staff;
- Train (and re-train) staff and health workers on project SOPs and data collection systems;
- Provide more practical ‘on the job’ training so project staff and health workers are able to maximize case detection and their performance-based incentives;
Training & Mentoring
- Prepare engaging training materials, role-play scenarios and presentations for health workers;
- Provide more practical ‘on the job’ training at the commune level so health workers are able to maximize case detection and their performance-based incentives;
Data Management
- Support the compilation of project data from districts and relay to the Monitoring and Evaluation (M&E) team;
- Troubleshoot data quality issues in the field;
- Communicate any issues discovered during field visits to management in a timely manner;
Reporting requirements
- Conduct project and subawardee site visits, prepare field visit report, detailing the work completed and planned, as well as areas for improvements;
- Ensure that all project administrative documents are accurately updated and maintained;
- Maintain detailed notes on project activities;
- Coordinate, draft and review quarterly narrative reports in English and other project deliverables to the relevant stakeholders;
- Assist the Program Director to coordinate with Finance & Accounting (F&A) department and administration to monitor project budgets and prepare financial reports based on generally accepted accounting principles, IRD VN guidelines and donor requirements;
- Maintain and monitor the progress tracking table to make sure the assigned Project(s) meet(s) quarterly reporting deadlines.
Other
- Ensure effective, timely responses to key stakeholder inquiries and concerns;
- Provide regular status update to supervisors and other key project stakeholders;
- Attend periodic meetings to report project progress; Provide the Program Director with timely updates of the project progress;
- Communicate with C-GET COP and Managers about procurement needs;
- Facilitate and accompany, if possible, project site visits by external parties;
- Assist in all aspects of the implementation of the interventions of the grant;
QUALIFICATIONS:
- Bachelor’s degree in a field related in medicine, pharmacy, public health, social development, science and related fields.
- Master’s degree preferred
- Fluent in Vietnamese and English
- Minimum 5 years of relevant work experience required
- Minimum 2 years of direct project management experience required
- Experience in US Government grants and regulatory compliance strongly preferred
- Health-related work experience is preferred
- Self-motivated, independent working style
- Open and direct communicator and supporting collaborator
- Detail oriented and accountable for high-quality deliverables
