TERMS OF REFERENCES
FIELD ASSISTANCE CONSULTANT
1. BACKGROUND
The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs.
Under the financial support of United States Agency for International Development (USAID), IC is implementing a Disability Inclusion Project/IIB for Binh Dinh and Kon Tum provinces as a sub-implementing partner for this project. IC is responsible for implementing the Objective One of the project which is to expand the rehabilitation services to contribute to the Goal “which is to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum”.
Three expected results include:
- Ensured accessibility and quality of multi-disciplinary rehabilitation services
- Improved rehabilitation system for the provinces
- Improved Governance of rehabilitation service system
The project is seeking qualified consultant to join our team in supporting project activities implementation in Kon Tum.
2. JOB DESCRIPTION OF THE POSITION
The consultant(s) will work directly with Program Director, Project Officers and provincial partners to assist activities implementation in Kon Tum including:
- Closely work with project officers (POs), project collaborators and Kon Tum provincial partners to prepare provincial work plans, following the project Performance Monitoring Plan (PMP).
- Liaise closely with local partners including Department of Health and Department of Labor, Invalids and Social Affairs’ contact points, hospitals and health centers and other stakeholders to implement the project activities following the approved work plans.
- Support POs in coordinating with provincial partners, and technical consultants in the assessment and provision of rehabilitationservices, rehabilitation system strengthening, policy advocacy for people with disabilities, and relevant trainings to project beneficiaries including people with disabilitiesand service providers.
- Support the POs and the local partners in ensuring the monitoring, follow up and reassessment of rehabilitationservices provided to people with disabilities conducted in a regular and qualified manner.
- Support in organizing meetings, trainings, and workshops at district and provincial level.
- Support POs to ensure that all the necessary financial documentation of project activities in the province are completed and in accordance with financial management requirements.
- Preparing field reports as required.
3. SPECIFIC REQUIREMENTS
Qualifications required:
- A degree in medical science, public health, social development, social science or related fields.
Experience required:
- At least two years working experience in projects support.
- Experience in working with vulnerable group related to disability, government agencies experience is a plus.
- Strong interpersonal, communication (both written and verbal) and organizational skills.
- Experience of working with diverse stakeholders (such as national/provincial government departments, institutions, service providers, private sectors, etc).
- Proficient oral and written English preferred.
- Ability to work under a flexible schedule.
- Good understanding of the rehabilitation system and procedures in Vietnam preferred.
- Good computer skills and experience. Familiar with statistic software preferred.
4. TRAVEL AND FINANCES
Location: The position will base in Kon Tum with travel to other provinces when required.
Finance: The consultant will be paid monthly based on actual working days in the timesheet for the performance of agreed tasks and submission of deliverables. Travel costs will be provided or reimbursed to the consultant, and per-diem allowances provided or reimbursed to the consultant for days travelled.
5. SUPERVISION AND PERORMANCE EVALUATION
The Consultant will work under the direct supervision and evaluation of the Program Director with support from Project Officers.
