TERMS OF REFERENCE

Position: Data Analyst

Location: Vietnam

1. BACKGROUND

The Provincial Green Index (PGI) Initiative is a collaborative program implemented by the Vietnam Chamber of Commerce and Industry (VCCI) with assistance from the United States Agency for International Development (USAID) since 2023. After being piloted in 2022, the second edition of the PGI report was publicly released in May 2024 in the PCI & PGI 2023 Report under the PGI Initiative program.

The PGI Initiative will promote an environmentally friendly business environment and investment climate of Vietnam at both the national and provincial levels by delivering the three program objectives:

  1. Measuring provincial green economic governance by implementation of the PGI on the foundation of the core PCI survey;
  2. Strengthening provincial economic reforms by evidence-based public-private dialogues and action plans;
  3. Strengthened capacity and sustainability for VCCI in their key role as a policy advocate for a green business environment and economic reforms in Vietnam.

PGI/VCCI is looking for a qualified candidate for the position of Data Analyst to analyze and interpret complex datasets for the PGI Initiative Program.

Job size: Full-time

Duration: One year with possibility of extension

2. SCOPE OF WORK

Under the management of the Program Manager, the Data Analyst will implement the following tasks:

  • Develop survey forms in collaboration with the PGI team, including both paper-based and web-based versions
  • Synthesize, clean, process, and analyze survey data; support the building and updating of survey codebooks
  • Monitor survey progress and the quality of responses; propose solutions when necessary to ensure survey progress and response quality
  • Find and process information to support the construction of the PCI-PGI report and other related reports
  • Prepare PCI and PGI related presentations for diagnostic workshops, regional workshops, trainings and relevant events
  • Assist the PGI team in providing tailored analyses of surveyed data to central state agencies, provincial governments, and other relevant stakeholders
  • Support the development of the PGI-PCI report and materials for other events
  • Assist the PGI team in responding to inquiries related to PCI and PGI results from businesses, ministries, departments, and other organizations and individuals
  • Provide technical inputs and recommendations where necessary

3. REQUIRED QUALIFICATIONS

  • Graduate degree in quantitative social sciences, such as economics, political science, or sociology
  • At least 2 years of experience working in similar positions
  • Proven experience in survey implementation
  • Proven experience in data processing and analysis
  • Experience in writing public policy research reports is preferred
  • Understanding of the PCI, PGI and experience in working on statistical and survey applications such as STATA and Qualtrics are advantages
  • Having quantitative research published on international and national science journals is an advantage.
