Communications and MEL Officer
STATEMENT OF WORK
OVERVIEW:
Title: Communications and MEL Officer
Period of Performance: approximately 5 months, starting in November 2021
Level of Effort: Part-Time
Location: Ho Chi Minh city
BACKGROUND:
VF Corporation is an American apparel and footwear company that works with over 100 Vietnamese factories as part of its supply chain. As a company with a global footprint, VF Corporation is committed to the health and well-being of its associates around the world, especially in the face of the COVID-19 pandemic. As Vietnam begins to ease restrictions on individuals and businesses, VF Corporation sees a critical need to support the factories in its supply chain to re-open and operate safely and in compliance with COVID-19 best practices.
To do this, VF Corporation has contracted DAI to design and implement a rapid response program that includes four key activities:
- Develop Standards of Practice (SOPs) for self-testing and safe reopening of factories that align with guidance from the Vietnam Ministry of Health and Vietnam National Institute of Occupational Safety and Health and global best practices;
- Train relevant factory staff on the SOPs to ensure clinic staff and workers understand the procedures;
- Develop health promotion materials that focus on knowledge and behaviors around transmission, testing, vaccination, and isolation; and
- Procure and distribute critical PPE and testing kits to factories, as determined by the VF Corporation and the factories’ individual needs.
TASKS:
DAI is seeking an experienced Communications and Monitoring, Evaluation, and Learning (MEL) Officer. The Communications/MEL Officers will be responsible for developing key messaging materials for the factories, will support the Team Lead to develop training materials, will lead the development of program KPIs and data collection tools and will craft regular MEL reports.
The Officer will report to the Team Lead. Tasks will include:
- Develop list of communications assets for program including external and internal publications, based on discussions with Team Lead, VF Corporation, and factories;
- Design health promotional materials, with support from the technical team;
- Develop periodic success and human-interest stories for use by VF, and DAI;
- Work with Senior MEL Advisor to develop the MEL plan, including KPIs, ensuring it is updated at appropriate intervals (to be determined with Team Lead);
- Coordinate data collection and document the results, with support from the technical team;
- Coordinate narrative and financial reporting to VF Corporation;
- Develop appropriate data collection tools and data collection processes, and track progress against KPI targets;
- Any additional related tasks assigned by the Team Lead.
DELIVERABLES:
- List of communications assets
- MEL Plan (updated at appropriate intervals);
- Health promotion materials;
- Formatted/ branded progress reports, monthly and quarterly updates to VF in PowerPoint, detailing progress against Key Performance Indicators and budget;
- Success and human-interest stories.
QUALIFICATIONS:
- Degree in communications, economic development, or similar relevant areas of study
- At least 5 years’ experience in communications
- Experience developing multi-lingual communications materials for a variety of audiences, with preference for experience in the private sector
- Strong writing skills
- Experience supporting Monitoring, Learning, and Evaluation activities
- Experience with health behavior management programs, preferred
- Native Vietnamese speaker
- Professional proficiency in English (reading and writing)
