Background

About SNV Netherlands Development Organisation

SNV is a global development partner, deeply rooted in the countries where we operate. We are driven by a vision of a better world: A world where across every society all people live with dignity and have equitable opportunities to thrive
sustainably.

To make this vision a reality, we need transformations in vital agri-food, energy, and water systems. SNV contributes by strengthening capacities and catalysing partnerships in these sectors. We help strengthen institutions and effective
governance, reduce gender inequalities and barriers to social inclusion, and enable adaptation and mitigation to the climate and biodiversity crises.

Building on 60 years of experience we support our partners with our technical and process expertise and methodological rigour. We do this in more than 20 countries in Africa and Asia with a team of approximately 1,600 colleagues. By being
adaptable and tailoring our approaches to these different contexts, we can contribute to impact at scale, resulting in more equitable lives for all.

SNV has been working in Vietnam since 1995 and currently has over 70 national and international experts. SNV Vietnam implements projects in more than 20 provinces across the country, including the poorest and most remote areas.

About the Program

SNV, in partnership with its collaborators, is implementing an initiative focused on biodiversity conservation and sustainable landscape development across the Lower Mekong, spanning more than one million hectares in Cambodia, Lao PDR,
and Vietnam. This initiative seeks to conserve and restore critical ecosystems while promoting inclusive economic development for local communities.

In Vietnam, the programme places a strategic emphasis on the Northern Central Highlands, with a focus on ecologically significant forest landscapes i.e Chu Mom Ray National Park and Ngoc Linh Nature Reserve. These areas are recognised for
their high biodiversity value and their importance to the livelihoods of local communities. The initiative employs an integrated landscape approach that harmonises biodiversity conservation, sustainable natural resource management, and ecological restoration.
It is underpinned by the recognition of the intrinsic interdependence between people, nature, and climate—ensuring that all development efforts are environmentally sustainable, socially inclusive, and economically resilient.

As part of this broader initiative, SNV is working to strengthen key commodity value chains, including coffee, by promoting sustainable production practices, improving livelihoods, and aligning with broader landscape objectives. A preliminary
scoping study has identified coffee as a principal commodity in the Northern Central Highlands, where it plays a crucial role in supporting household incomes. However, there is significant potential to improve both the quality and productivity of coffee, while
enhancing climate resilience in this drought-prone region.

To address these challenges, a comprehensive value chain analysis is required. The analysis will identify opportunities for targeted interventions that strengthen the sustainability and performance of the coffee sector, enhancing productivity,
improving market access, and increasing income generation for local communities. This assessment will guide future interventions aimed at improving the livelihoods of coffee farmers in a sustainable and environmentally responsible manner.

THE ASSIGNMENT

The primary objective of this assignment is to conduct a comprehensive assessment of the coffee value chain, focusing on both Arabica and Robusta varieties, within the program’s area of focus in the Northern Central Highlands
of Vietnam. This includes an in-depth analysis of the coffee sector in the project districts, specifically Kon Tum province, with a focus on Dak Glei and Sa Thay districts.
