-------------------------------
1. Introduction:
Plan International has been working in northern and central Vietnam since 1993. Our work supports marginalised children and youth, especially adolescent girls, to start life and grow up physically and mentally healthy and as adolescents so they are leading the way to shape their own future. We believe girls have the power to change the world. Our ambition is to work alongside them and together take action so that 2 million girls in Vietnam can learn, lead, decide and thrive by 2027.
Since 1989, CARE in Vietnam has partnered with a wide range of organizations to implement over 300 impactful projects across the country. We believe that true sustainable development can only be achieved by addressing the root causes of poverty, social injustice, and inequality. In collaboration with our partners, we are committed to empowering women and their communities-whether smallholder farmers, workers, or owners of micro and small enterprises-by enhancing their skills, confidence, and capacity to engage in economic development, adapt to climate change, and strengthen their resilience to natural or major disasters. Together, we aim to foster a society where development is inclusive, equitable, and accessible to all.
2. Tasks:
Plan International Vietnam and CARE in Vietnam are partnering to conduct a gender and protection assessment that contributes new quantitative and qualitative data to the upcoming update of the CGEP. Field data collection will be conducted in selected communes of Tuyen Quang, Lai Chau and Quang Tri provinces, representing diverse socio-economic and climate-affected contexts.
The overall purpose is to generate robust, gender- and protection-sensitive evidence on the impacts of and people's response to climate change and natural disasters in Vietnam, with a focus on women, men, girls, boys, and persons with disabilities in ethnic minority and rural communities.
3. Timeframe: The consultancy is estimated to be undertaken no more than 25 working days from October to end of December 2025. A detailed timeline will be worked out jointly with the consultants after recruitment.
