Call for consultancy: Consultant to provide technical support to develop situation analysis reports on costing analysis for AMR surveillance and data contribution from private sector
1. Detailed Description of Tasks to be Performed:
Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFCGVN) addresses critical gaps in the surveillance of antibiotic-resistant bacteria in Vietnam. This grant supports the implementation of national plans for antimicrobial resistance (AMR), antimicrobial use (AMU) and antimicrobial consumption (AMC) monitoring and surveillance, and will focus on a number of AMR surveillance sites. We will work closely with local entities that are already involved in AMR surveillance, AMR/AMU/AMC oversight and improvement activities, local and national Technical Working Groups and national and regional reference laboratories for surveillance laboratories, participating AMR/AMU/AMC surveillance sites, and other government and national and international non-government stakeholders, and UN agencies as well as Mott MacDonald, The Fleming Fund Management Agent.
FFCGVN is seeking a national consultant to conduct costing analysis for AMR surveillance in animal health sector and develop a situation analysis report on data contribution from private sector in Vietnam under the Vietnam Fleming Fund Country Grant Phase II - Tackling Antimicrobial Resistance in Vietnam (FFCGVN). This consultancy is expected with the possibility of extension, depending on fund availability and performance.
2. Objectives:
Under this scope of work, the consultants are requested to work together with the FFCGVN team to complete the following tasks:
2.1. Conduct costing analysis for AMR surveillance in animal health
* Conduct a literature review of the major economic impact pathways of AMR in food-producing animals;
* Adapt the TADEU-AMR Surveillance Costing Tool Guidance v2.0 (2025) to finalize a standardized, excel-based micro-costing tool in Vietnam;
* Work with relevant stakeholders to collect costing inputs for activities related to AMR surveillance in the animal health sector as specified in the tool;
* Finalize the protocol for costing analysis of AMR surveillance in the animal health sector;
* Develop a final report to be shared with the management agency on financial implications and sustainability of an AMR surveillance system in the animal health sector.
2.2. Conduct a situation analysis report on data contribution from private sector
* Conduct a literature review on current situations of antimicrobial resistance and veterinary medicine management, experiences from other countries regarding the contribution of private sectors in terms of data recording and reporting, as well as existing regulations and guiding documents related to the production, trade, and use of veterinary medicines in Vietnam including the role and responsibility of private sector in AMU/R data recording and reporting;
* Develop an outline of landscape analysis on AMU and AMR data sharing in the veterinary sector in Vietnam, and contribution of private sector in AMU/R data sharing;
* Develop a landscape analysis report for AMU/R data sharing in the veterinary sector in Vietnam that will be shared with the management bodies of the sector. The report should include current situations, gaps and challenges, and recommendations for improved data sharing and effective use of AMU/R data from the private sector for policy development and resource mobilization.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Travel
While extensive travel is not required for this position, the consultant is expected to visit AMR surveillance sites to gather inputs for cost analysis.
Qualifications
* Master degree in Veterinary Medicine, Animal Health, Agriculture or related areas such as Public Health, or Economic Development.
* Strong experience in providing consultancy services for development projects focusing on agriculture policy, policy analysis, economic development, value chain and economic value analysis.
* Good knowledge on AMR/AMU/AMC in Animal Health and Public Health or similar work is preferred.
* Strong analytical and report writing skills.
* Good interpersonal skills.
* Previous experience working with government agencies or international organizations in Vietnam or similar contexts is desirable.
Evaluation Criteria
Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.
