Call for consultancy: Consultant to develop Antimicrobial Use (AMU) Surveillance Protocol in Hospital Settings
1. Detailed Description of Tasks to be Performed:
In line with the Prime Minister’s approval of the National Strategy on Antimicrobial Resistance (AMR) Prevention and Control (2023–2030, vision to 2045), optimizing antimicrobial use (AMU) is a key national priority to control AMR. The Ministry of Health has issued important guidance, including Decision No. 5631/QĐ-BYT (2020) on hospital antimicrobial stewardship, Decision No. 2115/QĐ-BYT (2023) for district hospital antibiotic use programs, and Decision No. 3465/QĐ-BYT (2024) on the human health AMR Action Plan.
To operationalize these policies, there is a need for a standardized AMU surveillance protocol for hospital settings that will allow consistent, high-quality data collection, enable benchmarking, and inform targeted stewardship interventions. This protocol should integrate the Point Prevalence Survey (PPS) methodology recommended by the World Health Organization (WHO) and adapt it to the Vietnamese healthcare context.
FHI 360 seeks a consultant with proven expertise in public health, epidemiology, antimicrobial stewardship, and health information systems to lead the development of a AMU surveillance protocol for hospitals. The consultant will build upon existing WHO’s PPS frameworks and the draft AMU surveillance outline, ensuring it is context-specific, feasible, and aligned with national and international standards.
2. Objectives:
The specific tasks for this position include but are not limited to the following:
* Develop a comprehensive AMU surveillance protocol for hospital settings in Vietnam, integrating WHO’s PPS methodology and national policy requirements.
* Define standardized data variables, indicators, and methodologies for AMU surveillance, including patient- and prescription-level data collection.
* Ensure the protocol includes guidance on data analysis, reporting, and feedback mechanisms to support hospital antimicrobial stewardship programs (ASPs).
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

Qualifications
* Medical Doctor with advanced training in public health or epidemiology (PhD, MPH or equivalent).
* Extensive experience in health research, health policy, surveillance system design, preferably in AMR/AMU or infectious disease control.
* Demonstrated ability to develop clinical, epidemiology/surveillance protocol and/or guidance .
* Strong experience in data management, statistical analysis, and reporting.
* Familiarity with WHO AWARe classification, ATC/DDD methodology, and antimicrobial stewardship indicators.
* Previous experience working with government agencies, hospitals, medical universities or international organizations in Vietnam or similar contexts is desirable.

Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.
