IOM Viet Nam is recruiting the Consultant on the review of existing resources and capacity to support victims and potential victims of human trafficking.

The Consultant will undertake a comprehensive review of the current resources and capacities of agencies directly involved in receiving and supporting VOTs and potential VOTs. The primary objective is to assess the adequacy of existing resources and capacity and propose necessary changes and improvements in government resource allocation to enhance the quality of services provided to VOTs and potential VOTs. The review will specifically compare the desired capacities outlined in the revised  Law with the actual capacities of these agencies, offering insights into resource allocation and needs in victim reception and support. It will include an analysis of various components such as relevant policies and legislation governing victim support, human resources (including staffing levels, qualifications, and capacities), financial resources, infrastructure, case management systems, and other factors that contribute to the effective support of VOTs and potential VOTs by reception agencies and service providers.

The findings from this review will be instrumental in developing a draft regime and procedural framework for supporting VOTs and potential VOTs, ensuring these are more in line with the current victim support context and the revised Law. Additionally, the review will inform the design of capacity development initiatives aimed at optimizing and enhancing existing resources. The ultimate goal is to ensure active and accountable participation from competent agencies and organizations in supporting  VOTs and potential VOTs. Moreover, the review will serve as a baseline for ongoing monitoring and evaluation, helping to establish a solid foundation for long-term planning, implementation, and
sustainable results in government resource allocation and capacity development efforts.

In light of the government restructuring, the review, where possible, should assess how the ongoing restructure, particularly DSVP, Department of Social Protection and Provincial Departments will affect the capacity for victim support, and should offer clear insights and actionable recommendations to help the DSVP and relevant partners adapt effectively. These recommendations should focus on ensuring continuity and enhancing the quality of services provided to VOTs and potential VOTs, minimizing any disruptions during the transition.
