CARE International in Vietnam is seeking an experienced and qualified person
to fill The Community Development cum IEC Coordinator (CDC) for the project
"Water and Sanitation for Rural Poor in the Mekong Delta". This project
presents an innovative approach to water and sanitation service delivery in
poor and remote villages in the Mekong Delta.  It will increase the number
of poor households who invest in water and sanitation facilities by
identifying and marketing affordable technical solutions; supporting hygiene
and sanitation behavior change; and establishing integrated village level
water and sanitation plans. Better access to water and sanitation will
improve the health and productivity of poor rural men and women and
contribute to a sustainable reduction of poverty in the target communities. 

 

Position information:

Position title: CDC Coordinator-Watsan Project

Contract period: from start working day to 30 September 2011 

Base in: Soc Trang with travel to project sites as required

 

Position Summary

The Community Development cum IEC Coordinator (CDC) will be responsible for
implementing the Component Two to improved hygiene and sanitation awareness,
behaviour and practices and to promoted latrine uptake in the targeted
project area.. In addition the CDC will be responsible for coordination of
all Integrated Village Water and Sanitation Plan and implementation
(component 1) under the direction of the Project Team Leader (PTL). The CDC
will manage all monitoring and evaluation activities directly related to
these two components and will also be responsible for the identification of
training needs and provision of formal and informal training to project
staff and partners.

 

IEC coordination and campaign

a)       In coordination with project team, partners and relevant
organization, prepare IEC plan and ensure appropriate materials will be
used. 

b)       Ensure that IEC events to promote latrine demand and behavior
change campaigns are implemented in line with the project document

c)       Coordinate with partners and project on day-to-day activity
implementation

d)       Carry out all day-to-day component management activities in close
collaboration with partner organizations including preparing and
implementing component and activity work plans;

e)       Contribute lessons learned and material for public information from
the project

f)         Supervise data collection by Motivator and the Project
Implementation Team

a)       Prepare project monitoring report and assist M&E Officer and team
leader in preparing activity plan

 

Capacity building

a)        Provide capacity building development support to local partners in
IEC skills, planning and O&M. 

b)       Assist to increase the capacity of commune and district officials
through their involvement in training activities;

c)       Assist in maintaining participatory monitoring system to access
feedback from beneficiaries and local villages and document lessons learned.

 

Community development planning and implementation

a)       Coordinate and conduct training for local authorities and community
representatives to facilitate community planning processes in villages and
support regular meetings.

b)       Support the development of participatory community planning
processes and the implementation of those plans.

c)       Maintain close working relationships with the CARE in Vietnam
project team in all project activities.

Supervision and coordination

a)       Coordinate with partners and project on day-to-day activity
implementation

b)       Supervise and monitor the IEC and social product marketing campaign
delivery in the field 

c)       Provide inputs to project monitoring and evaluation system

d)       Ensure CARE in Vietnam values, principles and guidelines are
implemented properly

 

Selection Criteria

*         University degree in Public Health, Environmental science,
Development studies, Social Sciences or a related field to Water, Sanitation
& Hygiene. 

*         Minimum 5 years of work experience in the rural development
projects.

*         Good understanding of RWSS sector issues and community development
approaches

*         Communication skill to build up good relationships with partners
at all levels

*         Planning - coordinating- monitoring the project communication
interventions

*         Skills and knowledge to organize social and marketing campaigns
related to clean water and sanitation and behavior change

*         Analyzing - synthesizing - reporting skills

*         Knowledge about gender integration into project activities

*         Skills to apply participatory and demands-led  approaches in
planning and implementing the village plans

*         Strong team building ability and experiences
