[ingodirectors] REQUEST for Inputs to INGO Statement at VDPF 2014

Dear INGO directors:

I am inviting you to share your thoughts, comments and inputs for the
INGO Statement at the upcoming Vietnam Development Partnership Forum
2014.

The Vietnam Development Partnership Forum (VDPF) 2014 will take place
during the first week of December. This high level meeting is a policy
dialogue between the Government of Vietnam and development partners,
co-chaired by the Ministry of Planning and Investment (MPI) and the
World Bank. The VDPF Secretariat has assigned lead agencies to
facilitate two working groups and prepare reports on the following
main themes:

(1) Strengthening Institutional Reform Towards the Market Economy
The VDPF Institutional Reform Working Group is led by the Central
Institute for Economic Management (CIEM); the World Bank; and the
Australian Department of Foreign Affairs and Trade (DFAT). They
organised two meetings already and shared a preliminary draft report
(see Attachment 1).

(2) Role of the Private Sector in Increasing Vietnam’s Economic Independence
The VDPF Private Sector Working Group is led by the Vietnam Chamber of
Commerce and Industry (VCCI); the Asian Development Bank (ADB) and the
International Finance Corporation of the World Bank Group (IFC). They
organised two meeting already and shared a concept note (see
Attachment 2).

The current INGO representatives to VDPF —four directors from Oxfam,
ActionAid, ADRA and Marie Stopes International— have participated in
VDPF working groups’ meetings and will be invited to VDPF 2014. They
will speak on your behalf and represent the INGO community in Vietnam
during two sessions. As the Head of INGO delegation I am coordinating
preparations of the INGO Statement with the four representatives; and
we ask for your inputs. Printed copies of the final INGO Statement
will be distributed to participants of VDPF 2014. The key messages
from the INGO Statement may be used as talking points during the
sessions, time permitting.

Please note that donors and the Government are preparing their own
statements on the same themes. Feel free to read their drafts in the
attachment. However, we would like to bring our own ‘social'
perspective to discussions, based on your projects and experiences
relevant to the VDPF 2014 themes. Also, keep in mind that our final
document will be only 1 or 2 pages, including both themes, and your
representatives will have maximum of 3 minutes during each session to
share INGO views.

If your projects are related to Institutional Reform and/or Private
Sector, please send your inputs within the next 7 days, at the latest
by COB 19 November 2014 to the following focal points:

1. for INSTITUTIONAL REFORM: Ms Le Kim Dung, Associate Country

2. for PRIVATE SECTOR: Mr Filip Graovac, Country Director at ADRA in
Vietnam: <filip at adravietnam.org>

(Filip kindly prepared preliminary draft for the 2nd theme, which you
can use as a starting point — see Attachment 3)
