Dear INGO directors:

Please find enclosed the INGO Statement at the Vietnam Development 
Partnership Forum (VDPF) that will be distributed tomorrow, Friday, 5 
December 2014.

Based on the enclosed document,  Le Kim Dung (Oxfam) and Filip Graovac 
(ADRA) will deliver speaking points on behalf of the INGO community in 
Vietnam.

I wanted to thank all of you who contributed your valuable inputs and 
provided comments during our drafting process.
