Dear INGO directors:
Following my email from late March, we have received five nominations for
new members of the VUFO-NGO Resource Centre Steering Committee:
1. Mr. Andy Baker, Country Director, Oxfam in Vietnam
2. Mr. Jan Papendieck, Regional Representative, Bread for the World Vietnam
/ Laos
3. Ms. Claudia Futterknecht, Country Director, CARE International in Vietnam
4. Ms. Thao Griffiths, Country Director, International Center - Vietnam
Veterans of America Foundation
5. Ms. Thao Hoang Phuong, Country Director, ActionAid International in
Vietnam
Please select TWO candidates and cast your electronic votes by replying to <
director at ngocentre.org.vn> not later than Friday 19 April 2013. Only INGO
members of the VUFO-NGO Resource Centre are eligible to vote. Please note
that each organization can cast votes for two (2) candidates, as we need
two new members of the Steering Committee. The following summarized
biographies may help you to make your decision:

Andy Baker is Country Director for Oxfam in Vietnam, which includes seven
Oxfam affiliates: Great Britain, Hong Kong, Novib, United States, Italy,
Belgium and Quebec. He has extensive experience in development and
humanitarian programming. Oxfam in Vietnam manages a broad range of
programming in rural and urban livelihoods, humanitarian response,
governance, accountability, gender and diversity - using direct
intervention, work via partners and advocacy approaches. Oxfam in Vietnam
has more than 100 staff and a combined annual budget of over 8 million US
dollars. Andy is leading a change process to bring together all Oxfam
programmes and presence under a single management structure and brand,
including significant work on analysis and strategy. Andy has an MSc in
Development Management and an MSc in Training and Human Resource Management.

Jan Papendieck has been Regional Representative for Bread for the World
(BftW) in Vietnam and Laos since April 2011. BftW is a German development
NGO based in Hanoi. It funds 30 development projects with local partners in
Vietnam and Laos, also providing capacity building expertise for its
partners. Jan has a master’s degree in Agricultural Economics with a
post-graduate qualification in rural development. He has previously lived
and worked for six years in Tanzania and Cameroon with German Development
Service; and served eight years as a staff member / project officer with
the Asia and Africa Teams at BftW in Germany.

Claudia Futterknecht is Country Director for CARE International in Vietnam,
responsible for providing strategic leadership and guidance to the country
office team. She ensures that CARE's role and mandate are appropriate and
that CARE is a partner of choice and a significant contributor to reducing
poverty and social injustice. Claudia was previously Country Director for
CARE in Ecuador and in Eritrea. She was a member of the NGO forum Steering
Committee in Ecuador and South Sudan. Claudia has a PhD in Social and
Physical Anthropology and African Studies.

Thao Griffiths has been Country Director for the International Center -
Vietnam Veterans of America Foundation (IC-VVAF) since 2007. Thao holds
master’s degrees in Systems Engineering and in International Relations. She
has 14 years of experience in humanitarian mine action, pubic health,
development, energy and climate change, and IT-related business. Thao has
worked on a number of internationally funded poverty reduction programs.
She is currently one of four elected INGO representatives at the Vietnam
Development Forum.

Thao Hoang Phuong has been Country Director for ActionAid International in
Vietnam (AAV) since mid-2010. She has over 10 years of experience in
development and management, with a strong track record in policy research
and advocacy, development programme management, editing and communication
work. She oversees an annual budget of 6 million US dollars, a diverse
portfolio of programmes and a team of more than 60 technical and programme
management experts. She has a Master of Arts in Economics and Public
Management.
