Dear colleagues and friends,
This morning I received a preliminary draft of the Socio-Economic
Development Plan (SEDP) 2011-2015. Please find the document enclosed
to this email and keep in mind that it is for your internal use only.
As requested by Vice Minister Sinh, please do NOT quote or publish any
section of the attached document. The six donors representing the
development partner group in the interactions with the Government
around the SEDP (Japan, ADB, UN, EC, Finland, World Bank) are
compiling responses and would be happy to receive consolidated
comments from the NGO community. The UN is the focal point for
soliciting comments from civil society. I would like to request your
comments by 17:00 hrs on Wednesday 26 May 2010 (next week). Although
the deadline for submission is Friday 28 May, I will need a day to
consolidate your inputs. I realize that this is a very short notice,
but keep in mind that there may be further opportunities for your
comments before finalization of the SEDP 2011-2015. In the meantime,
please read the document and send your comments to
<director at ngocentre.org.vn> according to the following summary of the
donors' discussion:
1 All development partners should send their comments to the Technical
Team (TT) by no later than Friday 28 May.
2 The comments should be structured into two parts:
Part 1: overall generic comments to capture the key issues that
partners feel should be strengthened in the document. These issues
will be used as a basis to inform the high-level policy dialogue
between development partners and the Government;
Part 2: specific and more detailed comments that should follow the
sequence of the SEDP document. These comments will be provided by the
TT to the MPI drafting team. In order to ensure the usefulness of this
exercise for the MPI drafting team, we agreed that all comments should
specifically refer to the headings and page numbers in the draft SEDP
document.
3 The consolidation of partners comments by the TT will be conducted
into two stages:
Stage 1: before CG. In light of the limited time available, the TT
will analyse and consolidate the overall generic comments (part 1)
during the week 30 May to 4 June for use by development partners
during the CG scheduled for 9 and 10 June. The detailed comments (part
2) will be collated and made available to all partners, without
analysis. The TT noted the importance of ensuring that the lead
statements being prepared for the CG feed into this exercise (and
vice-versa);
Stage 2: after CG. The TT will analyse the specific comments and
consolidate them in a coherent manner. This consolidation should be
completed by 25 June, following which the TT will interact with the
MPI drafting team.
4 Reaching out to development partners for comments by 28 May: (i)
Finland and EU will try to minimise as much as possible duplication in
the process of gathering comments from the Commission and the
light-minded donor group of 13 countries; (ii) the WB will confirm the
partners it will contact to gather comments; (iii) the UN will be the
focal point to receive all comments from civil society.
