<div class="x_gmail_default"><span style="font-family:arial,sans-serif">Đợt mưa lũ miền Trung năm 2020 và gần đây, cơn bão Yagi 2024, đã gây ra thiệt hại nghiêm trọng cho nhiều địa phương. Sau mỗi đợt thiên tai, Bộ Nông nghiệp và Môi trường đã có lời kêu gọi
sự hỗ trợ từ cộng đồng quốc tế nhằm cứu trợ và khắc phục hậu quả. Nhờ vào sự vận động và điều phối hiệu quả của Bộ, nguồn viện trợ từ các tổ chức quốc tế đã được chuyển đến những địa phương chịu ảnh hưởng nặng nề.</span></div>

<p><font face="arial, sans-serif">Tuy nhiên, trong quá trình triển khai các hoạt động cứu trợ và khắc phục hậu quả thiên tai, nhiều tổ chức đã áp dụng Nghị định 50/2020/NĐ-CP. Mặc dù nghị định đã được áp dụng thành công trong công tác cứu trợ, song vẫn xuất
hiện một số bất cập ảnh hưởng đến tiến độ triển khai các gói cứu trợ, hỗ trợ.</font></p>
<p><font face="arial, sans-serif">Nhận thấy những khó khăn này, Cục Quản lý điều phối và PCTT phối hợp cùng Chương trình Phát triển Liên hợp quốc (UNDP) và Tổ chức Di cư Quốc tế (IOM) đã tổ chức cuộc họp tham vấn về “Tổng kết, đánh giá hiệu quả triển khai Nghị
định số 50/2020/NĐ-CP của Chính phủ và đưa ra các khuyến nghị bổ sung, sửa đổi”. </font></p>
<p><font face="arial, sans-serif">Tại cuộc họp, chúng tôi mong muốn lắng nghe những chia sẻ từ các cơ quan, tổ chức đã trực tiếp triển khai hoạt động cứu trợ và khắc phục hậu quả thiên tai áp dụng nghị định 50, nhằm nắm bắt các khó khăn thực tiễn và có cơ sở
báo cáo lên lãnh đạo để đưa ra các chỉ đạo kịp thời.</font></p>
<p><font face="arial, sans-serif">Hiện nay, chúng tôi đang gấp rút thu thập ý kiến từ các bộ ngành và địa phương để tổng kết đánh giá thực hiện Nghị định 50, đồng thời đã đề xuất một số khuyến nghị cơ bản nhằm bổ sung và sửa đổi nghị định (xem file đính kèm).
Chúng tôi hy vọng hội thảo tham vấn sẽ nhận được những đóng góp quý báu từ các đại biểu, giúp hoàn thiện đề xuất của địa phương và đưa ra những điều chỉnh phù hợp cho tương lai.</font></p>

<p>Dear DRRP focal points and development partners,</p>
<p>The severe flooding in Central Vietnam in 2020 and, more recently, Typhoon Yagi in 2024 have caused extensive damage to Viet Nam. After each emergency event, the Ministry of Agriculture and Environment has promptly called for international support for emergency
relief and disaster recovery efforts. Thanks to the Ministry’s effective mobilization and coordination, international assistance has been efficiently directed to the hardest‐hit areas.</p>
<p>During the implementation of emergency relief and recovery operations, many organizations have applied Decree No. 50/2020/ND-CP on the receipt and management of international aid. Although the decree has been successfully deployed to support relief efforts,
certain shortcomings have affected the timely rollout of assistance packages.</p>
<p>In response to these challenges, the Vietnam Disaster and Dyke Management Authority (VDDMA), in collaboration with the United Nations Development Programme (UNDP) and the International Organization for Migration (IOM), organized a consultation meeting titled
“Evaluation of the implementation of Decree No. 50/2020/ND-CP of the Government and proposed recommendations for its amendment.” At this meeting, we seek to gather insights from agencies and organizations directly involved in executing emergency relief and
disaster recovery activities under Decree 50, so as to identify practical challenges and provide a basis for reporting to leadership for timely directives.</p>
<p>Currently, we are collecting feedback from various ministries and local authorities to assess the implementation of Decree 50. We have also put forward several preliminary recommendations for its amendment (please see the attached file). We sincerely hope
that the consultation workshop will benefit from the valuable contributions of the stakeholders, thereby refining local proposals and guiding appropriate future adjustments.</p>
