Location: Thanh Hoa Province

Centre: The Consultative and Research Centre on Nature Resource Management and Climate Change Adaptation (CORENACCA)

Report to: Director/Project Manager.

Start time: November 2024

I. General introduction:

The Consultative and Research Centre on Nature Resource Management and Climate Change Adaptation (CORENACCA) has been working and implementing projects in climate change and sustainable development in the coastal and mountainous areas in Thanh Hoa province since 2014. Currently, CORENACCA Centre is coordinating with local partners to design and organize the implementation of projects in three main areas:

  • The Climate Change Resilience Livelihood Project supports ethnic minorities in highland and coastal areas that are affected by climate change.
  • Nature and biodiversity conservation projects in nature reserves and world biosphere reserves in Thanh Hoa and Nghe An provinces.
  • Climate Change Adaptive Disaster Risk Management Project;

Through Bread for the World (BftW) in Vietnam, CORENACCA received funding to implement the Project on Strengthening disaster resilience of watershed forest communities. The project will be implemented in a 3-year time frame (starting from October 2024) in 3 communes Xuan Thang, Xuan Loc and Luan Thanh, which are communes in the buffer zone of Xuan Lien National Park, of Thuong Xuan district.

The main objectives of the Project are:

Objective 1: The climate-induced disaster risk exposure of local communities in the 3 project communes has been reduced.
Objective 2: Agricultural livelihoods of poor communities in the 3 project communes are strengthened.

To contribute to the completion of the project objectives and development, CORENACCA Centre recruits 1 position of Project Accountant with the following requirements:

II. Roles and responsibilities:

Accountants play an important role in complying with the financial regulations of the Centre and accountability for all funding sources and grants from the BftW Organization, the reciprocal source of the Provincial People's Committee through the Thanh Hoa Union of Scientific and Technical Associations (TUSTA) including:

Financial compliance: Ensure compliance with the Centre's financial regulations, local and central regulations and policies on counterpart funds for the project.

Budget management and financial reporting:

  • Support the Centre Director/Project Manager in planning the project budget monthly, quarterly and annual;
  • Complete financial statements monthly; quarterly and annual;
  • Check and verify the disbursement documents and submit them to the Project Director for approval;
  • Update the spending and cash flow management status of the project to the Director/Project Manager and to TUSTA;
  • Working with TUSTA Accountant on the reciprocal cash receipts and expenditures to ensure the report in accordance with the form prescribed by the Ministry of Finance;
  • Work with the auditor on financial reporting documents as required by the auditor;
  • Work with the bank on funding budgets;
  • Ensure the storage of accounting records in accordance with the law on finance and accounting;
  • Update the database of donors, prepare financial statements for donors according to regulations (including reports according to state regulations on current finance to TUSTA and relevant agencies upon request);
  • Support other tasks related to financial accounting at the request of the Director of the Centre;

Data analysis and funding support: Performs financial data analysis and provides financial projections to the Project Manager/Manager, assisting in the development of a budget framework for new project proposals.

Tax accountant: Declare and pay taxes on time, accurately, regularly update tax laws and advise the Director on compliance with tax regulations.

System administration and security: Establish and maintain a systematic document storage system, preserving all financial records and other documents for audit purposes.

III. JOB CONDITIONS:

  • The working place in Thanh Hoa City may go to the Project site upon request.
  • Be willing to work overtime and weekends when special programs or events.
  • Professional working environment with opportunities to learn and improve expertise and skills to better serve the project implementation.

IV. Requirements

  • Bachelor's degree in Finance or Accounting
  • Have a good understanding of financial and accounting theory, and have at least 03 years of experience working in the field; Priority is given to candidates with experience working with international projects/organizations;
  • Having experience with the State accounting system is an advantage.
  • Proficient in office computing, including: Word, Excel, Power Point, Outlook.
  • Ability in English to ensure direct communication, emails and donor reports.
