  • Exciting panel opportunity for experts to support projects and activities under the Regional Trade for Development (RT4D) Program. This includes:
  1. The implementation of trade agreements in ASEAN across a diverse range of trade policy areas;
  2. The design and implementation of projects under the Trade and Gender Equality Incubator; and 
  3. Gender Equality, Disability and Social Inclusion project support.
  • Commencement: From October 2024 onwards
  • Short and medium-term assignments
  • Location: Southeast Asia; remote
  • Open to both individuals and organisations  

About RT4D:

The RT4D initiative is funded by the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) agreement.  The Governments of Australia and New Zealand have committed up to AUD 48.7 million to fund RT4D.

A AUD5 million Trade and Gender Equality Incubator (TGEI), funded by Australia, forms an integral element of RT4D. The Incubator tests ideas and methods that integrate gender in trade policy, technical cooperation, and development programming.

The Opportunity:

RT4D is establishing a panel of individuals and organisations to provide a diverse range of skills and capabilities in line with the Program’s needs. These pre-screened experts will be on hand to provide responsive and high-quality technical assistance to RT4D at all stages of program delivery.  The Panel of Experts will comprise a Free Trade Agreement (FTA) Implementation Technical Panel and a Gender Equality, Disability and Social Inclusion Panel.

Free Trade Agreement Implementation Technical Panel

RT4D is seeking experts with demonstrable skills and experience to assist the program in carrying out strategic planning and project design and implementation across key components of FTA implementation (e.g., trade in goods, trade in services, investment, intellectual property, e-commerce, trade and sustainable development and MSMEs).

Panel members may be engaged for assignments including:

  • Setting FTA and sector-specific strategic priorities which are firmly grounded in the needs, priorities, and constraints of all FTA parties.
  • Developing project concepts, robust project designs and the implementation of projects that operationalise FTA strategic priorities and desired outcomes.
  • Undertaking analysis, needs assessments and scoping studies to address knowledge gaps related to the implementation FTA.

Gender Equality, Disability and Social Inclusion Panel

RT4D is seeking experts with gender equality, disability and social inclusion (GEDSI) expertise. Experts will be preselected, with demonstratable skills and experience in alignment with the needs of RT4D’s GEDSI support and/or the TGEI.

Panel members may be engaged for assignments including:

  • Facilitating strategic planning such as developing and/or review of GEDSI policy, strategy and a gender action plan.
  • Conducting technical analysis of trade related policies, systems, processes, programs and practice, including through a GEDSI lens.
  • Conducting equality and diversity assessments (e.g., gender audit).
  • Conducting research (using either qualitative and/or quantitative methods) on topics including gender equality and trade.
  • Conducting policy analysis and/or writing a policy brief on trade and gender equality for communication and advocacy purpose.

What are we looking for?

RT4D is looking for individuals and organisations with demonstrated technical and subject matter expertise and experience in one or more areas within the scope of AISP RISP, TGEI and/or GEDSI support. 

General competencies and qualifications individual members of the panel should demonstrate, include (but are not limited to):

  • Tertiary or post graduate qualification in international development, public policy, economic or other relevant areas.
  • Demonstrated technical and subject matter expertise on FTA implementation or GEDSI.
  • Excellent understanding of Southeast Asia and ASEAN context, with experience in regional and/or country-specific trade projects.
  • Excellent writing and communication skills in English and good management skills to deliver quality work and meet deadlines.
  • Experience with the implementation of DFAT-funded programs (desirable).

General competencies and qualifications organisation members of the panel should demonstrate include (but are not limited to):

  • A roster of skilled and experienced experts and a track record that demonstrates organisational capability to undertake and manage RT4D projects.
  • Demonstrated experience designing and delivering research and/or capacity building projects for ASEAN Member States governments and the ASEAN Secretariat (or comparable governance arrangements).
